"Unable to locate BOE platform components" when launching DS designer

Hi Dear Experts,

I have some troubles with DataServices Designer:

It's new installation:

SAP BI 4.1 sp6 patch 4   -  server1

SAP DS 4.2 sp5 patch 2  -  server2

BI full+APS+DS Management console - on server 1.

Jobserver+access server (ds designer) - on server 2.

I checked compatibility of BI+FIM from sapnote 1740516, it's fine.

also I tried to replace BCM-4.0.dll (from sapnote 2029321), doesn't help.

In CMC DataServices repository configured, connection is OK.

Access and Job Servers is configured.

I don't know what to do, please help me.
